Rise of Kingdoms building upgrade priorities should follow the next useful account goal, rather than the appearance of a perfectly leveled city. This list ranks six choices for developing accounts with limited resources. A required prerequisite always overrides the softer recommendations below.

Quick picks: City Hall requirements for progression; Alliance Center for repeated support; Academy for research; Hospitals when combat exposes a capacity problem. For the broader game loop, use our map of Rise of Kingdoms progression.

Checked Oct. 29, 2026: publisher descriptions and community building documentation. These are editorial priorities, not timings measured on a played account.

How we rank building upgrades

We use four weighted criteria. The percentages describe the importance of each consideration, not a measured percentage improvement from upgrading.

Criterion Weight Decision it answers
Progression access 40% Does this clear a requirement for your next useful unlock?
Repeated account benefit 30% Will its function help across recurring activities?
Immediate bottleneck 20% Does your current account need the extra function or capacity?
Resource fit 10% Can you fund it without delaying the higher-priority goal?

The first criterion has a hard override: read the requirements for your actual next upgrade. A required Wall or other supporting building goes ahead of a generally useful building that does not unblock anything. There is no universal sequence that ignores your current level.

Six building priorities for a growing city

Rank Priority Best for Move it when…
1 Next City Hall requirement chain Reaching a chosen account milestone Your next useful goal has a different prerequisite.
2 Alliance Center Accounts receiving regular alliance help A hard requirement or urgent recovery need comes first.
3 Academy Keeping technology moving Its next benefit is not yet useful or affordable.
4 Hospitals before fighting Accounts preparing for troop losses Combat exposure makes capacity urgent.
5 Chosen troop training building Developing the troop type you use Another structure is required for progression.
6 A resource or storage bottleneck Solving a specific shortage The extra output or protection would go unused.

1. Next City Hall requirement chain

Best for: progression. The community City Hall documentation describes how its level limits other structures. Work backward from your next useful upgrade, rather than improving whatever happens to be cheapest. A required support building belongs in this first priority even if its name appears lower in the table. Skip if: you cannot yet use the milestone and have a more immediate account problem.

2. Alliance Center

Best for: repeated alliance support. Community documentation identifies help for building, research and healing queues. That repeated use gives this building a strong position when your alliance actively supplies help. Do not assume the same help applies to troop training or gathering. Move it down if: nobody is providing help, or an actual prerequisite blocks the next useful upgrade.

3. Academy

Best for: ongoing technology. The Academy supports research, so its value depends on the technology you are ready to pursue. Check the required building and research chain before committing resources. A City Hall milestone or Academy upgrade alone is not the same as completing a new troop tier. Skip if: the next level gives you no usable research objective yet.

4. Hospitals before fighting

Best for: accounts entering combat. Wounded capacity deserves attention before a planned fight reveals it as a problem. Community Hospital documentation distinguishes casualty outcomes by situation, so avoid treating every battle as identical. Check your available capacity and the activity's rules. Move this up if: your fighting plans make recovery an immediate constraint; a peaceful developing account has different needs.

5. Chosen troop training building

Best for: a defined troop plan. Develop the training lane that serves the force you intend to field. The secondary building guide distinguishes Infantry, Archer, Cavalry and Siege production, rather than treating their structures as interchangeable. Skip extra levels if: you have no use for that lane yet. A structure required by your next upgrade still takes priority, regardless of specialization.

6. A resource or storage bottleneck

Best for: a specific shortage. Resource and protection functions matter when they solve an account problem. Identify what the next goal actually lacks before upgrading another duplicate building. The question is its useful contribution, not whether its level matches its neighbors. Move it up if: a required chain or real resource constraint makes waiting more expensive than the competing upgrade.

When should hospitals or training move up?

Move Hospitals up when your planned activity exposes inadequate recovery capacity. Move training up when you need the relevant troop production and have already addressed required unlocks. Neither adjustment turns the list into a claim that every player needs the same city.

Do not translate a general Hospital recommendation into a universal casualty rule. Severely wounded and slightly wounded troops are not interchangeable, and outcomes depend on the battle situation. Check the current in-game description before deciding a fight is affordable.

Which upgrades can wait?

Decorative symmetry, unused training lanes and extra production buildings without a current purpose fall outside our early priorities. The alliance resource point shown above illustrates another part of the economy: city production is not the only resource context to consider.

This list does not rank civilizations. Use our civilization choices for a new RoK account for that separate decision.

What would change this ranking: a new prerequisite, a changed building function or your account's combat exposure. Our call: choose the next useful milestone, read its requirements, and spend on the blocker before an unrelated upgrade.
