These are different kinds of action game
NIKKE describes itself as an immersive sci-fi RPG shooter. The player commands a squad from cover, aims at Raptures and builds around different weapon types and Burst Skills. That framing makes target selection and role coverage central: the squad is visible as a firing line, while the player actively handles the combatant currently under direct control.
Zenless Zone Zero is a free-moving 3D action game. Its official listing names Basic and Special Attacks, Dodge, Parry, Stun and Chain Attacks, with squads of up to three Agents. The skill expression it advertises is therefore closer to reading an incoming strike, avoiding or countering it, building Stun and switching at the right moment.
The practical distinction is simple:

Which game has deeper team-building?
They place depth in different layers. NIKKE's official feature description points to weapon variety and Burst Skills. That encourages a player to think about what each unit fires, how the squad's skills connect and what kind of target the encounter presents. The roster is not just a visual collection; its combat identity depends on forming a functional firing team.
ZZZ's team structure is smaller on screen — up to three Agents — but switching, Stun and Chain Attacks turn timing into composition. A useful team is one whose roles and actions connect under direct control. Its official description does not support reducing the game to button-mashing, just as NIKKE's shooter presentation does not support reducing it to passive character collection.
We do not declare an objective depth winner without equivalent late-game testing across current modes. Instead:

Story and world: command center versus New Eridu
NIKKE's official premise begins after a Rapture invasion drives humanity underground. The Nikkes are the soldiers sent to fight for the surface, so the campaign naturally centers military command, squad bonds and the cost of that role. Its presentation is character-forward: the roster is the dramatic center as well as the combat toolset.
ZZZ takes place around New Eridu, with civilisation threatened by Hollows. The player works as a Proxy guiding Agents through those spaces. Shops, districts and urban factions provide connective tissue between missions, but the official combat description remains encounter-led rather than a claim of unrestricted open-world exploration.
Choose NIKKE when the last-human-refuge and soldier-squad premise is the stronger hook. Choose ZZZ when you prefer an urban supernatural setting, faction stories and a player identity built around guiding teams into Hollows.
PC, mobile, console and cross-save
NIKKE has an official Windows download and official mobile distribution. Its current service privacy documentation also names PC, mobile, website and NIKKE Cloud versions. For a clean consumer comparison, we treat Windows, iOS and Android as the primary public game routes. We did not identify a current PlayStation or Xbox version in NIKKE's official platform sources, and the first-party pages used here do not provide a general cross-progression promise comparable to HoYoverse's ZZZ FAQ.
ZZZ's reach is broader. HoYoverse's Xbox FAQ documents Xbox Series X|S alongside PC, Android, iOS and PlayStation 5, with same-server cross-progression subject to account linking and regional rules. The Steam launch announcement adds Steam as an official Windows route and confirms compatibility with existing platform progress.
That creates three firm recommendations:

GODDESS OF VICTORY: NIKKE wins a more specific contest. It is the choice for players who want to command an anime shooter squad from cover, aim at priority targets and build around weapon types and Burst Skills. That is not a lesser version of ZZZ; it is a different control fantasy.
Neither receives a monetization win from the available official evidence. Pick the combat format you would still enjoy after the character reveal is no longer new, then set spending boundaries around that choice.
